On August 24, 1954, President Dwight Eisenhower signed into law The Communist Control Act (68 Stat. 775, 50 U.S.C. 841-844). This act was created to outlaws the Communist Party of the United States and criminalizes membership in, support for the Party, or Communist-action organizations and defines evidence to be considered by a jury in determining participation in the activities, planning, actions, objectives, or purposes of such organizations.

Even though the act has been declared unconstitutional by federal courts, this has never been in front of the U.S. Supreme Court. Therefore, I will study the act to find the feasibility of using this act, even if it has to go through the normal challenges to get to the U.S. Supreme court. Alternatively, if the act is, in fact, unconstitutional, I will seek to pass a broader act which will criminalize those acts conducted with the objective of destabilizing the nation, including but not limited to organizing under any political group with the objective of destabilizing the nation through violent confrontation, fraudulent acts to interfere with elections, either by foreign or national organizations and acts of cyberwars conducted with the aim of destabilizing the form of U.S. government and our form of life. I will work on this act taking into consideration any constitutional obstacles that may prevent the act to be enforceable.
